You can use options like an NFS userspace server, SSHFS, or a million other filesystems with a FUSE frontend if you client supports FUSE. If not, you may have to get creative and use something like minio to make DIY S3 storage or an HTTPserver you can proxy requests to to use it as a backend.
As for me, right now I'm using both SFTP and a combination of a private bittorrent server+client to move archives between my time4vps storage server and other clients
Yeah, you can 'upgrade' it in the customer service panel If you are asking if internal bandwidth between time4VPS services is free/not counted, the answer is no

Very few VPS companies have the whole intra-VPS-accounting thing set up that way
